The authority alerted the public to remain on extremely high alert due to the extensive use of cluster munitions by Thai armed forces in the conflict zones.

The deployment of these indiscriminate weapons poses a grave threat not only to combatants but to innocent civilians, including women, children, and the elderly. Cluster munitions scatter numerous smaller bomblets over wide areas, many of which fail to detonate immediately, creating deadly remnants that continue to maim and kill long after active fighting ceases.

This tactic constitutes a blatant violation of international humanitarian law and endangers the lives and safety of border communities. It further escalates tensions and complicates efforts toward peace and stability in the region.

Cambodia calls on the international community, including humanitarian organizations, human rights bodies, and governments worldwide, to urgently condemn the use of cluster munitions in this conflict. We, the people of Cambodia, raise our grave concern and objection to Thailand’s continued military aggression and refusal to honor ceasefire efforts.

Thailand has deliberately rejected recent ceasefire appeals, and their behavior reveals deeper strategic intentions:

1. Loss of Strategic Positions: Thailand has lost several former forward operating bases such as Ta Moan Thom, Ta Moan Toch, Ta Krabei, and Mome Bai, weakening its former unilateral territorial advantage.

2. Unfulfilled Expansionist Agenda: Thailand appears determined to pursue its longstanding military strategy rooted in imperialistic ambitions resembling the Chakri dynasty’s historical conquest model—aggressively attempting to extend its control over Cambodian sovereign land.

Thailand is now deliberately expanding the area of conflict to regions near Cambodia’s border with Trat province (Thailand), attempting to stretch and divide the strong and heroic defense forces of Cambodia. This is not merely a border skirmish; it is a calculated attempt to destabilize and reoccupy portions of Cambodia’s territory, violating modern international law.

This military incursion reflects a clear intention to replicate past colonial behaviors by reclaiming Cambodian provinces that were forcefully annexed during historical periods of injustice.

We urgently appeal to the United Nations, ASEAN, and all peace-loving nations and human rights institutions to:

• Condemn Thailand’s violations of the ceasefire and its unjustified military incursions;

• Deploy international observers to prevent further aggression;

• Protect Cambodia’s sovereignty and territorial integrity;

• Hold Thailand accountable for violations of international peace and security norms.

Cambodia respects peace and diplomacy. But peace must come with respect for sovereignty, law, and mutual dignity. The world cannot remain silent.

At the Doung International Border Gate in Battambang Province, waves of frightened and exhausted civilians poured across the border seeking safety. This mass return is a direct result of Thailand's aggressive military actions, which have destabilized the region and created panic among vulnerable Cambodian migrant workers.

The Royal Government of Cambodia has swiftly mobilized local authorities and transportation to receive and relocate these returning citizens to their respective provinces. However, the sheer scale of this humanitarian situation underscores the gravity of the crisis.

We call on:

• The United Nations,

• International Human Rights Organizations,

• ASEAN Member States, and

• All Peace-Loving Nations

to urgently intervene and place pressure on Thailand to cease its unprovoked aggression and to respect the rights, dignity, and safety of civilians on both sides of the border.

Cambodia strongly reaffirms its commitment to peace, sovereignty, and international law. We urge the global community to act before this crisis deepens further.

This action represents a serious escalation and a blatant threat to the stability of our region, undermining long-standing international agreements and principles of peaceful coexistence between neighboring countries.

In recent days, the Royal Thai Armed Forces have deployed significant military personnel and equipment along border areas, in what appears to be a coordinated effort to intimidate and provoke. This mobilization comes after previous reports of Thai airstrikes near Preah Vihear and repeated violations of ceasefire understandings. We are gravely concerned that these acts not only endanger Cambodian territorial integrity but also put at risk the lives of innocent civilians living in nearby villages.

We call on the United Nations, the International Court of Justice (ICJ), the Association of Southeast Asian Nations (ASEAN), and all democratic nations to:

1. Condemn this aggressive posture taken by Thailand, which clearly violates the spirit of the ASEAN Charter, and potentially breaches international law.

2. Urge Thailand to immediately de-escalate tensions, withdraw military forces from the vicinity of the Cambodian border, and respect Cambodia’s sovereignty.

3. Investigate possible war crimes and human rights violations, and hold those responsible accountable through international legal mechanisms, including the International Criminal Court (ICC) if necessary.

4. Deploy observers or peacekeeping mechanisms, if needed, to ensure the protection of civilians and prevent further violence.

5. Support Cambodia’s efforts to preserve peace and defend its internationally recognized borders.

Cambodia has always stood for peaceful diplomacy, regional cooperation, and the rule of law. But no nation—however large or influential—has the right to threaten or invade another. The actions of the Thai military are not just a Cambodian concern; they are a threat to peace in Southeast Asia.

We urge the global community to act now before the situation deteriorates further.

This reckless behavior reflects not only a violation of Cambodian sovereignty, but also a blatant deception toward the Thai people by its own military and intelligence sectors. If the Thai military cannot secure its goals now, it is clear that their entire narrative—used to justify this aggression—was built on lies. Lies presented with confidence. Lies told to their own citizens with a straight face.

We demand to know:

• Why is Thailand continuing to provoke conflict with Cambodia instead of engaging in peaceful dialogue?

• Why is the international community remaining silent while a sovereign nation is under threat of military invasion?

Let the truth be known: Cambodia has not initiated violence. Cambodia stands firm in defending its people and territory, as any sovereign state has the right—and duty—to do.

Under the United Nations Charter and the Geneva Conventions, cross-border attacks targeting another sovereign nation — especially without a formal declaration of war or provocation — are illegal and unacceptable. Thailand’s use of air power in civilian-populated zones represents a reckless escalation of force.

Cambodia has shown restraint and repeatedly called for diplomatic solutions. Yet Thailand continues to reject third-party mediation while intensifying its military actions.
