📢 STATEMENT OF CLARIFICATION TO THE INTERNATIONAL COMMUNITY
On the morning of July 26, 2025, the Cambodian Mine Action and Victim Assistance Authority (CMAA) issued an urgent and serious warning to all residents living near the Thai-Cambodian border. The authority alerted the public to remain on extremely high alert due to the extensive use of cluster munitions by Thai armed forces in the conflict zones.
The deployment of these indiscriminate weapons poses a grave threat not only to combatants but to innocent civilians, including women, children, and the elderly. Cluster munitions scatter numerous smaller bomblets over wide areas, many of which fail to detonate immediately, creating deadly remnants that continue to maim and kill long after active fighting ceases.
This tactic constitutes a blatant violation of international humanitarian law and endangers the lives and safety of border communities. It further escalates tensions and complicates efforts toward peace and stability in the region.
Cambodia calls on the international community, including humanitarian organizations, human rights bodies, and governments worldwide, to urgently condemn the use of cluster munitions in this conflict. We demand immediate action to protect civilians, provide victim assistance, and ensure accountability for these grave violations.
The safety and dignity of innocent people must be prioritized above all else. The ongoing conflict’s human cost continues to rise, and it is the responsibility of all stakeholders to prevent further suffering and to support efforts for a peaceful resolution.
We urge all parties to immediately cease the use of such weapons and engage in meaningful dialogue under the framework of international law to restore peace and security to our shared region.
